Kim Rathke is the Test Administration and Data Coordinator at USBE. She has a master’s in gifted education and is Nationally-Board Certified in ELA/Early Adolescence. She supervises the systems team in the Assessment section that oversees RISE, Utah Aspire Plus, WIDA, DLM, NAEP, and UTIPS and the formative assessment tools. She is the program manager for Utah Compose  In addition to her work in assessment, she is a member of the USBE Microcredential Advisory Council, is a committee member for the USBE Strategic Plan 2B on Professional Learning Standards, the USBE Strategic Plan 4C, and the High Quality Instructional Learning team. She has presented at local, state, and national conferences on topics that include automated essay scoring, writing, disciplinary literacy, including writing in CTE, the integration of knowledge and ideas with social studies and CTE, using data to inform instruction, and the formative assessment process. She is the co-author of The Game Plan: A Multi-Year Blueprint to Create a School Culture of Literacy and Data Analysis.
